Acceptance of Terms
By accessing or using the Integrated Crisis Operations Platform (iOPS), you agree to be bound by these Terms of Use and all applicable laws and regulations. If you do not agree with any of these terms, you are prohibited from using this platform.
These terms apply to all visitors, incident reporters, registered responders, and administrative users of the iOPS platform operated by the Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Basilan.
Platform Purpose
iOPS is an emergency response coordination platform developed to support the PDRRMO of Basilan in managing disaster incidents, coordinating field responders, and maintaining operational records for the Province of Basilan.
The platform is intended for legitimate emergency reporting, official responder operations, and public information dissemination related to disaster risk reduction and management. It is not a general-purpose communication or social platform.
Permitted Use
The following activities are permitted on this platform:
- Submitting genuine, good-faith incident reports involving emergencies or disasters
- Accessing public information, news bulletins, and downloadable documents
- Using registered accounts to perform authorized responder functions
- Administrative management of platform content by authorized PDRRMO personnel
- Reviewing evacuation centers, emergency contacts, and preparedness resources
Prohibited Use
The following actions are strictly prohibited and may result in account suspension, legal referral, or both:
- Submitting false, fabricated, or malicious incident reports
- Attempting to gain unauthorized access to restricted areas of the platform
- Interfering with platform operations through automated scripts, bots, or denial-of-service attacks
- Sharing login credentials with unauthorized individuals
- Using the platform for harassment, spam, or any unlawful purpose
- Misrepresenting your identity, role, or affiliation when using the platform
- Scraping, copying, or republishing platform data without authorization
- Uploading malicious code, files, or content of any kind
Filing false emergency reports is a serious offense and may be subject to applicable penalties under Philippine law, including the Revised Penal Code and the Disaster Risk Reduction and Management Act.
User Accounts
Responder and administrative accounts are issued exclusively by PDRRMO Basilan to authorized personnel. Account holders are responsible for:
- Maintaining the confidentiality of their login credentials
- All activity performed under their account
- Reporting lost, compromised, or unauthorized access immediately to a system administrator
- Complying with all applicable internal PDRRMO protocols and data handling guidelines
PDRRMO reserves the right to suspend or terminate accounts that violate these terms, are inactive for extended periods, or are no longer required due to changes in personnel.
Incident Reporting
The public incident reporting feature is provided to facilitate timely communication of genuine emergencies to PDRRMO. By submitting a report, you confirm that:
- The information you provide is truthful and accurate to the best of your knowledge
- You consent to PDRRMO using your report to coordinate an appropriate response
- You understand that submitting a false report is a punishable offense
User-Submitted Content
By submitting content to iOPS — including incident descriptions, photos, or documents — you grant PDRRMO Basilan a non-exclusive, royalty-free license to use, store, and process that content solely for emergency response and disaster management operations.
You retain ownership of content you submit but are responsible for ensuring it does not violate the rights of any third party and does not contain prohibited material as described in Section 04.
Disclaimers
iOPS is provided on an "as is" and "as available" basis. PDRRMO Basilan makes no warranty, express or implied, regarding the platform's uninterrupted availability, accuracy of information, or fitness for any particular purpose.
Weather data, evacuation center status, and other third-party information displayed on this platform is sourced externally and may not reflect real-time conditions. Users should verify critical information with relevant authorities.
This platform is a simulation project. No assurance is made regarding its readiness or suitability for actual emergency operations without further official review and deployment by the Provincial Government of Basilan.
Limitation of Liability
To the fullest extent permitted by applicable law, PDRRMO Basilan and the developers of iOPS shall not be liable for any indirect, incidental, special, or consequential damages arising from:
- Use of or inability to access the platform
- Delays or failures in transmitting incident reports
- Actions taken or not taken based on platform information
- Unauthorized access to or alteration of data
Governing Law
These Terms of Use are governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to:
- Republic Act No. 10121 — Philippine Disaster Risk Reduction and Management Act of 2010
- Republic Act No. 10173 — Data Privacy Act of 2012
- Republic Act No. 8792 — Electronic Commerce Act of 2000
Any disputes arising from use of this platform shall be subject to the jurisdiction of the appropriate courts in the Province of Basilan.
Changes to Terms
PDRRMO Basilan reserves the right to modify these Terms of Use at any time. Updated terms will be posted on this page with a revised effective date. Continued use of the platform after changes are posted constitutes acceptance of the revised terms.
